What is a Rapid Response Network?
A rapid response network for immigration is a community-led, 24-hour hotline and, in some cases, a field team, designed to monitor, verify, and document ICE immigration enforcement activities. These networks connect individuals affected by raids, checkpoints, or arrests to legal defense, provide on-the-ground support, and share real-time alerts to protect immigrant communities.
Key Functions and Components:

Hotlines and Alert Systems: Dedicated, confidential phone numbers to report sightings of immigration agents and receive alerts, as seen with systems in California.

Rapid Response Teams: Trained, non-violent volunteers (observers, attorneys, organizers) dispatched to the scene to document interactions, ensuring rights are upheld, rather than actively interfering with federal agents.

Legal Defense & Support: Immediate connection to attorneys for people who have been detained or threatened with detention.

Family Preparedness: Providing resources for emergency planning, such as creating plans for childcare or power of attorney if a family member is detained.

Community Education: Distributing "Know Your Rights" information to help residents understand how to interact with immigration agents.
These networks are often composed of grassroots organizations, civil rights attorneys, and community members working together to provide immediate, coordinated responses
What to Report to the 805 Rapid Response Hotline:
Please report any confirmed sightings of:

ICE or Border Patrol activity in your neighborhood or workplace.

Detentions or arrests of undocumented and documented individuals in deportation proceedings.

Any suspicious activity that may involve immigration enforcement.

Ask about referrals to trusted network of nonprofit, private and public Attorneys.

Reporting & locating a loved one who is detained.

Dispatcher/Operator: Answer hotline calls, text messages, document reports, and coordinate responses with the appropriate teams. Bilingual Spanish and English highly recommended.

Mutual Aid: Assist affected families by assessing needs and organizing aid (e.g., food, transportation, donation drives). Outreach to churches, social media, and businesses encouraged but not required.

Accompaniment: Provide emotional and logistical support to individuals facing immigration-related challenges, such as attending court hearings or legal appointments.

Community Patrols: Patrol neighborhoods or streets using secure communication tools to alert about ICE presence. Patrols can be discreet or mobile monitors, depending on capacity and comfort.

Community Outreach: Support visibility of 805UndocuFund and the 805 Immigrant Rapid Response Network at community events, swap meets, or protests. Distribute flyers, staff information tables, and educate the public.

Networker/Resource Guide: Providing active resource referrals to our families to local organizations/companies/other networks that can assist with their emergency situation.

Legal Observers: Requires training from National Lawyer’s Guild Legal Observer Program. Observe and document ICE/Law Enforcement Officers (LEO) behavior at events such as raids, protests, or gatherings.

Responder/Spotter/Mobile Monitors: Monitor and document ICE activity to ensure transparency and accountability.
